Slice the cabbage into desired size, rinse, drain and set aside.
Heat the oil in a pan over medium heat.
Add the ground beef and cook until browned.
Stir in the onion and bell peppers, and cook until the vegetables are soft.
Add the habanero, garlic, tomato paste, paprika, oregano, bouillon powder, turmeric and. Season with salt and pepper. Add water and mix well to combine.
Add the cabbage to the pan. Stir to combine all the ingredients.
Cook for 5 to 7 minutes over medium heat, or until the cabbage is tender.
Garnish with parsley and serve over rice.
